At an online meeting of the Council of the Eurasian Economic Commission (EEC), issues of trade and economic cooperation with third countries, technical regulation, determination of the origin of goods, and manufacturers' access to government procurement in the countries of the economic union were considered. The Kazakh side was headed by Deputy Prime Minister – Minister of National Economy Serik Zhumangarin.
One of the key decisions was the approval of unified rules for determining the country of origin of goods exported outside the EAEU and subject to certain regulatory measures. The document establishes criteria for determining the origin of such goods common to the five EAEU member states, the procedure for its documentary confirmation, and mechanisms for interaction between customs authorities.
The new rules will ensure a unified approach to controlling the origin of exported products, prevent circumvention of national restrictive measures through the territory of other EAEU member states, and protect the interests of manufacturers. The use of special certificates of origin of goods is provided, including for mass-produced products, as well as the possibility of electronic confirmation and verification of documents.
Agreements were reached on introducing labeling for certain types of electrical products, lighting equipment, and printed circuits. The list included rectifiers, portable electric flashlights, incandescent lamps, light fixtures, and other types of products. At the same time, as with other categories of labeled goods, each EAEU member state will independently determine the feasibility, timing, and mechanisms of its implementation, after discussion with businesses and analysis of infrastructure readiness.
Separate attention at the meeting was given to developing the EAEU's trade cooperation with third countries. Issues of interaction with Jordan, Pakistan, and Tunisia were considered, as well as the implementation of trade agreements with the UAE and Indonesia. Changes to the existing free trade agreement with Serbia concerning confirmation of the terms of delivery of goods were also discussed.
