    Question

What is the procedure for transferring a student from one school to another and what documents are required for this?

    Answer

The transfer procedure is regulated by Order of the Minister of Education and Science of the Republic of Kazakhstan No. 564 dated October 12, 2018. 1. Transfer period. According to paragraph 17, the acceptance of documents for transfer from one school to another is carried out during the holiday period. Transfer during the academic period is permitted in the following cases: the existence of a court decision that has entered into legal force; relocation within the same locality or to another locality – upon provision of documents confirming ownership of housing or the right to possess and use it; departure outside the Republic of Kazakhstan – upon provision of supporting documents; transfer of a child who has been subjected to or has witnessed violence, abuse, or bullying. 2. Method of submitting the application. In accordance with paragraph 18, a parent or other legal representative submits an application: through the e-government portal; or directly to the school in paper form. The list of documents is established in Appendix 2 to Order No. 564. 3. When submitting through the portal, the following is required: an application from the parent or legal representative in the prescribed form. The result is provided to the personal account. According to paragraph 19, a notification of transfer or a motivated refusal is sent within one working day. 4. When processing a transfer in paper form, the procedure is as follows: the parent applies to the school to which the child is being transferred and submits an application; according to paragraph 20, the school issues a release certificate of acceptance within 1 working day; this certificate must be submitted to the school from which the child is leaving within 3 working days. The validity period of the certificate is also 3 working days; according to paragraph 21, after receiving the certificate of acceptance, the former school issues to the parent: a release certificate of departure; the student's personal file; according to paragraph 22, the received original documents are submitted to the new school. After that, the schools issue the relevant orders on the expulsion and enrollment of the student. 5. Documents required for transfer: an application from the parent or legal representative; when processing in paper form – a release certificate of acceptance; thereafter, the former school issues a release certificate of departure and the child's personal file; when leaving the Republic of Kazakhstan, instead of a certificate of acceptance, a document confirming departure is submitted. 6. Availability of a place at the school. According to paragraph 25, admission of students to grades 2–9 is carried out provided that there is no overcrowding in class groups. Therefore, the existence of a ground for transfer does not mean automatic enrollment in the chosen school if there are no available places in the corresponding grade. At the same time, regular transfer is carried out during the holidays, and during the academic quarter – only in cases expressly provided for in paragraph 17 of Order No. 564.

    Question

Can the route or schedule of a bus be changed?

    Answer

Changing the route or schedule of a bus in the city of Almaty is considered only on the basis of an official request. Review is possible after the submission of a request and an analysis of the traffic situation. To do this, it is necessary to submit an application to the municipal state institution "Department of Road Traffic Organization and Passenger Transport of the City of Almaty" through the e-Otinish information system or in writing to the department's office at the address: 4 Republic Square, Bostandyk District, Almaty, phone: +7 7272 25 12 81, specifying the proposed change to the route or schedule, as well as describing the reason (for example, high passenger traffic, inconvenient service intervals, or lack of transport connections). After the request is registered, department specialists conduct an on-site survey, analyze passenger traffic, population size, and the availability of road infrastructure, and also assess compliance with road safety requirements. If the change to the route or schedule is justified, a new route scheme and timetable are developed, after which the route may be adjusted and included in the register of socially significant routes. The processing time for a request is up to 15 working days, and if necessary, it may be extended to up to two months.

    Question

How is the issue of stray animal control regulated in the city of Almaty?

    Answer

In Almaty, work is being carried out to regulate the number of stray and ownerless animals. The main goal is to prevent the spread of infectious diseases common to humans and animals, as well as to reduce the risk of animal attacks on people. The capture of stray and ownerless animals is carried out by the State Utility Enterprise on the Right of Economic Management "Almaty Veterinary Service" of the Department of Entrepreneurship and Investments of the City of Almaty. The work is conducted in accordance with the Law of the Republic of Kazakhstan "On Responsible Treatment of Animals" and the Rules for the Capture, Temporary Keeping, and Euthanasia of Animals in the City of Almaty. After capture, the animals are taken to a temporary holding facility, where they undergo a veterinary examination, health assessment, and necessary veterinary procedures, including diagnostics, vaccination, and sterilization. Based on the results of the veterinary examination, animals that have no contraindications and do not pose a threat to people may be transferred to new owners through adoption or released back to their original habitats in accordance with the procedure established by law. The issue of euthanasia is also regulated by legislation. It is permitted exclusively in cases provided for by law, including the presence of certain diseases or if the animal poses a threat to the life or health of humans or other animals. Euthanasia must be carried out in a humane manner and in compliance with established veterinary requirements. Requests for capture are accepted from citizens and organizations. Residents of Almaty can apply through the Unified Contact Center "109," the public reception office of the Almaty Akimat "Open Almaty," as well as through the dispatch service of the Almaty Veterinary Service via WhatsApp at +7 708 595-64-04. The average processing time for one request ranges from 1 to 5 working days. The timeframe depends, among other factors, on the location of the animals, as they may move over significant distances within the city's districts.

    Question

Why is traffic closed during road works?

    Answer

Temporary restrictions or a complete closure of traffic on a section where road works are being carried out is a necessary measure aimed at ensuring road safety and the high-quality execution of repairs. During repairs, road machinery, specialized equipment, and work crews operate on the roadway. Traffic moving near the work site increases the risk of road accidents and poses a threat to the life and health of workers. Therefore, vehicle access to the section under repair is temporarily restricted or halted. In addition to safety concerns, traffic closure is necessary to comply with repair technology. When removing the old pavement, laying new asphalt, compacting it, and allowing it to cool, the road surface must remain free from vehicle load. If traffic is opened before the required time, the pavement may become deformed, leading to the formation of ruts, cracks, subsidence, and other defects. As a result, the service life of the road will be shortened, and the need for repeated repairs will arise much sooner. The possibility of temporarily restricting or halting traffic is provided for by the Law of the Republic of Kazakhstan dated April 17, 2014, No. 194-V "On Road Traffic." The law permits the introduction of such measures during repair work if it is necessary to ensure the safety of road users. In simple terms, if carrying out repairs without traffic restrictions creates a danger to people or may lead to a deterioration in the quality of work, the authorized bodies have the right to temporarily change the traffic pattern. Furthermore, the organization of road works is carried out in compliance with the requirements of regulatory documents in the field of highways and road safety, which provide for the installation of temporary road signs, barriers, warning devices, and other traffic management means. The decision to fully or partially close traffic is made individually for each facility, taking into account traffic intensity, road category, and the nature of the work being performed. Where technically feasible, repairs are carried out in stages, with some lanes remaining open to traffic. If it is not possible to ensure safety and work quality in this manner, the section is temporarily closed completely. To minimize inconvenience, detour routes are developed in advance, temporary road signs are installed, and information about the timing of the work is published through mass media, official internet resources, and the social media pages of government agencies.
