How is the issue of stray animal control regulated in the city of Almaty?
In Almaty, work is being carried out to regulate the number of stray and ownerless animals. The main goal is to prevent the spread of infectious diseases common to humans and animals, as well as to reduce the risk of animal attacks on people.
The capture of stray and ownerless animals is carried out by the State Utility Enterprise on the Right of Economic Management "Almaty Veterinary Service" of the Department of Entrepreneurship and Investments of the City of Almaty. The work is conducted in accordance with the Law of the Republic of Kazakhstan "On Responsible Treatment of Animals" and the Rules for the Capture, Temporary Keeping, and Euthanasia of Animals in the City of Almaty.
After capture, the animals are taken to a temporary holding facility, where they undergo a veterinary examination, health assessment, and necessary veterinary procedures, including diagnostics, vaccination, and sterilization.
Based on the results of the veterinary examination, animals that have no contraindications and do not pose a threat to people may be transferred to new owners through adoption or released back to their original habitats in accordance with the procedure established by law.
The issue of euthanasia is also regulated by legislation. It is permitted exclusively in cases provided for by law, including the presence of certain diseases or if the animal poses a threat to the life or health of humans or other animals. Euthanasia must be carried out in a humane manner and in compliance with established veterinary requirements.

The average processing time for one request ranges from 1 to 5 working days. The timeframe depends, among other factors, on the location of the animals, as they may move over significant distances within the city's districts.
