What is the procedure for transferring a student from one school to another and what documents are required for this?
The transfer procedure is regulated by Order of the Minister of Education and Science of the Republic of Kazakhstan No. 564 dated October 12, 2018.
1. Transfer period.
According to paragraph 17, the acceptance of documents for transfer from one school to another is carried out during the holiday period.
Transfer during the academic period is permitted in the following cases:
the existence of a court decision that has entered into legal force;
relocation within the same locality or to another locality – upon provision of documents confirming ownership of housing or the right to possess and use it;
departure outside the Republic of Kazakhstan – upon provision of supporting documents;
transfer of a child who has been subjected to or has witnessed violence, abuse, or bullying.
2. Method of submitting the application.
In accordance with paragraph 18, a parent or other legal representative submits an application:
through the e-government portal;
or directly to the school in paper form.
The list of documents is established in Appendix 2 to Order No. 564.
3. When submitting through the portal, the following is required:
an application from the parent or legal representative in the prescribed form.
The result is provided to the personal account. According to paragraph 19, a notification of transfer or a motivated refusal is sent within one working day.
4. When processing a transfer in paper form, the procedure is as follows:
the parent applies to the school to which the child is being transferred and submits an application;
according to paragraph 20, the school issues a release certificate of acceptance within 1 working day;
this certificate must be submitted to the school from which the child is leaving within 3 working days. The validity period of the certificate is also 3 working days;
according to paragraph 21, after receiving the certificate of acceptance, the former school issues to the parent:
a release certificate of departure;
the student's personal file;
according to paragraph 22, the received original documents are submitted to the new school. After that, the schools issue the relevant orders on the expulsion and enrollment of the student.
5. Documents required for transfer:
an application from the parent or legal representative;
when processing in paper form – a release certificate of acceptance;
thereafter, the former school issues a release certificate of departure and the child's personal file;
when leaving the Republic of Kazakhstan, instead of a certificate of acceptance, a document confirming departure is submitted.
6. Availability of a place at the school.
According to paragraph 25, admission of students to grades 2–9 is carried out provided that there is no overcrowding in class groups. Therefore, the existence of a ground for transfer does not mean automatic enrollment in the chosen school if there are no available places in the corresponding grade.
At the same time, regular transfer is carried out during the holidays, and during the academic quarter – only in cases expressly provided for in paragraph 17 of Order No. 564.
