Born on January 22, 1971 in the village of Amangeldy, Turgay region. He is married and has five children.

Graduated from the Kazakh State Academy of Management in 1993 and the Kainar University in 2002.

He began his career in 1993 as a specialist in the Turgai Branch of AK Kazagroprombank.

Since January 1994 to March 1996 - Senior Economist, Economist of the Amangeldy District Branch of AK Kazagroprombank.

Since April 1996 to September 1996 - chief software engineer of the Computer Science Department of the Torgai Regional Branch of Kazagromprombank.

Since September 1996 to February 1997 - Manager of the Amangeldy District Branch of Kazagroprombank.

Since April 1997 to February 2003 - tax inspector, head of sector, senior tax inspector, head of department, head of Department of the Tax Committee in the city of Almaty.

Since February 2003 to October 2004 - service in the financial police authorities.

Since November 2004 to August 2005 - Head of the Information Technology Park Department of the Tax Committee, Almaty.

Since September 2005 to July 2007 - Chairman of the Tax Committee in the city of Semipalatinsk.

Since August 2007 to April 2009 - Chairman of the Tax Committee in the Mangystau Region Tax Committee of the Ministry of Finance of the Republic.

Since May 2009 to April 2010 - Head of the Specialized Department of the Tax Committee of the Ministry of Finance of the Republic of Kazakhstan.

Since April 2010 to October 2012 - Deputy Chairman of the Tax Committee of the Ministry of Finance of the Republic of Kazakhstan.

Since November 2012 to December 2016 - Vice-Minister of Finance of the Republic of Kazakhstan.

Since December 2016 to October 2018 - Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

Since October 2018 to February 2019 - Advisor to the Prime Minister of the Republic of Kazakhstan.

Since February 2018 to November 2022 – Member of the Accounts Committee for Control over Execution of the Republican Budget.

By the Decree of the President of the Republic of Kazakhstan on 28 November 2022 № 11,
he was appointed as a Member of the Supreme Audit Chamber of the Republic of Kazakhstan.

Awarded with the Order «Kurmet» (2014), a medal "For the contribution in creation of Eurasian Economic Union» (Second class), a jubilee medal «10th anniversary of the EAG (Eurasian Group on Combating Money-Laundering and Financing the Terrorism), departmental awards and jubilee medals.

Implementation of international standards for public audit.

Information and analytical support of the activities of the Supreme Audit Chamber in the supervised areas.

Consideration (approval) of draft NLA, the developers of which are the central state bodies in the supervised areas.
