Engel Yuliya

Yuliya Engel was born on April 3, 1982 in Petropavlovsk of the North Kazakhstan region.

She graduated from the Kazakh Humanitarian and Law University (in 2003), received Master's degree at Kazakh Humanitarian and Law University (in 2005) and graduated from the Modern Humanitarian Academy in Moscow (in 2007).

She is the public auditor of the higher category, and has international certificate of public auditor (CIPFA Public Auditor, United Kingdom).

She started her working career in 2000 in private organizations at positions of a lawyer assistant, a lawyer, a senior lawyer.

From April 2005 to January 2008 she worked in the “Institute of Legislation of the Republic of Kazakhstan” JSC (Astana) at the position of a junior scientific specialist, a Head of the Division for Development of Regulatory Legal Acts in the area of Civil, Civil and Procedural and Other Contiguous Sectors of Legislation, a Head of the Department for Legislative Work.

From February 2008 to April 2009 – a law adviser, a senior specialist on law issues of the Department for legal support and personnel work of the “Center for Financial Violations Research” RSE under the Accounts Committee for Control over Execution of the Republican Budget.

From April 2009 to June 2016 - a Head of the Sector, a Deputy Head of the Law Department, a Head of the Administrative and Financial Department, a Head of the Law Department of the Accounts Committee for Control over Execution of the Republican Budget.

From August 2016 to June 2021– a Head of the Department for Planning, Analysis and Reporting of the Accounts Committee for Control over Execution of the Republican Budget.

From June 2021 to November 2022 – a Member of the Accounts Committee for Control over Execution of the Republican Budget.

By the Decision of the Majilis (Lower House of Parliament) of the Republic of Kazakhstan dated November 30, 2022 No. 607-VII MP she was appointed as a Member of the Supreme Audit Chamber of the Republic of Kazakhstan.

Awarded with the state medal “Eren Enbegi Ushin” in 2016, departmental awards and jubilee medals.

Information and analytical support of the activities of the Supreme Audit Chamber in the supervised areas.

Consideration (approval) of draft NLA, the developers of which are the central state bodies in the supervised areas.

Consideration (approval) of legislative acts developed by the Supreme Audit Chamber on the issue of improving financial discipline.
