Since 1974, for almost a decade and a half, Anatoly Petrovich carried out a lot of public work, being the
secretary of the Lisakovsk city Komsomol organization, then the secretary of the party committee of the
Lisakovsk mining and processing plant.In 1987, on an alternative basis, he was elected Chairman of the
Executive Committee of the Lisakovsk City Council of People's Deputies.
Under his leadership, the first stage of the Lisakovsky GOK was put into operation, the construction and
improvement of the first residential area of the city was completed.
Under the direct supervision of Anatoly Petrovich, a lot of organizational work was carried out to implement
complex programs. One of the most important was the Housing-91 program, which was under his personal control.
The construction of housing in an economic way was further developed.
He attached great importance to the improvement and architectural appearance of the city. With his active
participation, the center of the first residential area improved, the main work was carried out to put into
operation the splashing pools on the Labor Alley, install and repair small architectural forms in the courtyards,
and manufacture bus pavilions. Thanks to his persistence, it was possible to build premises for the registry office,
the people's court, a cafe in the 4th microdistrict, and a photo salon (television "Accent").
On the initiative of A.P. Shpak the program "Health" was adopted, which provided for the construction of healthcare facilities,
improvement of medical and preventive work and protection of the health of citizens. In accordance with this program, a typical
children's dairy kitchen was built, an extension of a dental clinic, an intensive care unit was opened in the central city hospital,
an outpatient clinic and a pharmacy appeared in the Oktyabrsky village.
In the center of attention of the chairman of the executive committee were issues of work of schools, out-of-school institutions
and measures were taken to strengthen their material base.
Anatoly Petrovich made a great contribution to improving the work style of the city executive committee apparatus.
Anatoly Petrovich has always been distinguished by an active life position, a sensitive and attentive attitude to people, honesty,
integrity, high erudition and inexhaustible diligence, the ability to foresee and introduce new things.
The title "Honorary Citizen of the city of Lisakovsk" was awarded by the decision of the Lisakovsk city maslikhat of the first convocation of July 16, 1996, No. 114.
