(Date of birth - December 28, 1953)

Chairman of the Administrative Council of the Lisakovskaya Free Economic Zone (1992-1994).
On his initiative and with his direct participation, the Lisakovskaya Free Economic Zone was created.
 The main target programs for its development were approved and implemented. New advanced technologies 
have been introduced with the involvement of foreign investors. Joint ventures have been created to deal
 with foreign trade and saturation of the domestic market with consumer goods and medicines. 
Programs for the development of industrial enterprises have been adopted, aimed at stabilizing the main production.

The issues of social protection and support of the population, the timeliness of payment of wages in budgetary organizations and pensions were constantly resolved.
In 1994 Bazhenov M.V. was awarded the degree of candidate of technical sciences.

The title "Honorary Citizen of the city of Lisakovsk" was awarded by the resolution of the Lisakovsk city maslikhat-meeting of deputies of the first convocation of July 20, 1995 No. 66.
