Director of the state rental company "Metallist".
For 14 years he served as chairman of the executive committee of the city Council of People's Deputies. 
While working in this position, Viktor Petrovich paid special attention to the comprehensive development of the city of Lisakovsk,
 the creation of a forest park zone around the city, providing the townspeople with garden plots and individual garages.
 He made a huge personal contribution to the social and economic development of the city.

He devoted a lot of attention and time to the creative study and preparation for the introduction in Lisakovsk of 
a system of inter-sectoral management of the city's economy (Poti experiment), scientific and practical preparation
 and implementation of a plan for the socio-economic development of the city for 1980-1990, the search and start of
 construction of high-tech productions.
Then Viktor Petrovich worked as the director of a mechanical repair plant, deputy director for capital construction
 of the Krasnooktyabrsk bauxite mine department.

He was a deputy of the Kostanay regional and Lisakovsk city councils of people's deputies.
He was awarded the Order of the Badge of Honor, medals For Labor Valor, For the Development of Virgin Lands, 
Veteran of Labor, certificates of honor of the union, republican, regional and city significance.

The title "Honorary Citizen of the City of Lisakovsk" was awarded by the resolution of the Lisakovsk City 
Council of People's Deputies of August 8, 1991.
