On November 5, in Kostanay, a dialogue platform «Qaz Talks» was held at the Zhashtar Saraiy venue, dedicated to explaining the main provisions of the Address of the President of the Republic of Kazakhstan «Current Tasks of Kazakhstan in the New Historical Cycle».
The meeting brought together representatives of government bodies, public institutions, trade union organizations, ethnocultural associations, youth, and representatives of culture, sports, and the mass media.
The speakers were Member of the Kurultai of the Republic of Kazakhstan Ekaterina Smyshlyaeva, member of the Qazaqstan Khalyk Kenesi, chairman of the territorial trade union association «Trade Union Center of the City of Astana» Tolegen Kunadilov, Vice-Minister of National Economy of the Republic of Kazakhstan Yerlan Sagnaev, chairman of the Committee for Regulation and Control in the Field of Social Protection of the Population of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan Ilya Skub, member of the Qazaqstan Khalyk Kenesi, chairman of the ethnocultural association «Birlik» Rafail Gadzhibalaev.
During the meeting, the speakers elaborated on the key provisions of the Address, explaining the tasks of legislative support for reforms, economic development, improvement of social policy, strengthening of public dialogue and interethnic harmony.
Opening the meeting, Ekaterina Smyshlyaeva focused on the legislative component of the upcoming transformations. She spoke about the importance of a reliable legal foundation for implementing the state's strategic tasks, improving legislation, and ensuring its compliance with modern societal demands.
Continuing the topic of public participation, Tolegen Kunadilov emphasized the role of civil society in implementing state initiatives. In his speech, he elaborated on three areas: infrastructure modernization, social justice, and the protection of labor rights.
Special attention was given to the «Khalyktyk Kurylys» initiative. The speaker stressed that the effectiveness of construction projects should be assessed not only by the number of facilities built and funds spent, but also by their demand among the population. In this regard, public monitoring of construction quality, financing transparency, adherence to deadlines, and the involvement of domestic producers and labor resources plays an important role.
The economic component of the Address was explained by Vice-Minister of National Economy Yerlan Sagnaev. He focused on issues of sustainable economic growth, entrepreneurship development, investment attractiveness, and increasing the potential of the regions. Special attention was given to ensuring that economic transformations contribute to the creation of new jobs, growth of household incomes, and improvement of citizens' quality of life.
Separate attention was given to the importance of working professions and the social protection of workers. Maxim Makrushin, chairman of the PO «Local Trade Union of Forestry Enterprise Workers of Kostanay Region», forest master, shared his opinion on this issue:
«For every worker, it is important that labor is valued, wages are decent, and working conditions are safe. Therefore, initiatives aimed at developing production, creating new jobs, and increasing people's social protection are of particular importance. It is important that all these changes are noticeable not only at the level of plans and programs, but also in the everyday life of every family».
The social priorities of state policy became the central theme of Ilya Skub's speech. He spoke about improving the social protection system, increasing the effectiveness of state support, and ensuring its targeted nature. Issues of protecting socially vulnerable categories of the population, accessibility of social services, and creating conditions for citizens' full participation in public life were also touched upon.
Another important topic of the meeting was strengthening public harmony and interethnic interaction. Rafail Gadzhibalaev drew attention to the special role of ethnocultural associations in preserving unity, mutual respect, and good-neighborliness among representatives of various ethnic groups.
The meeting concluded with an open question-and-answer session. Participants were able to directly address the speakers, receive clarifications on relevant issues, and discuss practical aspects of implementing the tasks outlined in the Address.
During the meeting, it was noted that the implementation of the Address's priorities requires coordinated actions by government bodies, public institutions, businesses, and citizens themselves. Of particular importance is the practical implementation of the set tasks at the regional level, where the results of reforms directly affect the quality of life of the population.
The «Qaz Talks» dialogue platform served as a venue for explaining the main provisions of the Address, open communication with experts, and strengthening interaction between the state and society.
