Biography
Almaskhan Smatlaev was born in 1989. Graduated from the Financial University (Russia) with degrees in «Economics», «Finance» and «Public and Municipal Administration» as well as from Bloomsburg University (USA) with a degree in «International Economics».
From 2009 to 2011 – Deputy General Director of Coral Group LLC, Moscow.
From 2011 to 2012 – General Director of Service and Technology INVEST LLC, Moscow.
From 2012 to 2014 – Consultant, Advisor to the Secretariat of the Member
of the Board (Minister) for Energy and Infrastructure of the Eurasian Economic Commission, Moscow.
From 2014 to 2016 – Assistant Akim of East Kazakhstan Region.
From 2016 to 2018 – Head of the Department of Economics and Budget Planning of East Kazakhstan Region.
From 2018 to 2020 – Deputy Akim of East Kazakhstan Region.
From 2020 to 2023 – First Deputy Akim of East Kazakhstan Region.
From 2023 to 2025 – State Inspector of the Administration of the President
of the Republic of Kazakhstan.
From August 2025 to February 2026 – Deputy Akim of Almaty City.
