Biography
Appointed by Order No. 212 of the Pavlodar Department of State Property and Privatization of the Committee for State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan, dated December 19, 2025.
Kamzinov Ruslan Rymbaevich was born on March 16, 1982 in the city of Pavlodar.
In 2008 he graduated from Pavlodar State University. S. Toraigyrov majoring in Jurisprudence with the qualification of Bachelor of Jurisprudence.
In 2015 he graduated from Pavlodar State University. S. Toraigyrov with a degree in Finance with a qualification of Bachelor of Economics and Business.
Career
He began his career as a lawyer at Rudan LLP in Pavlodar, 03.07.2006.
From 12.08.2013 to 31.10.2013, he held the position of chief specialist of the department for work with legal entities of the State Institution "Department of Finance of Pavlodar Region."
From 31.10.2013 to 18.12.2014 he worked as the chief specialist of the department of audit and legal control of the State Institution "Department of Finance of Pavlodar Region."
from 18.12.2014 to 20.02.2015 - head of the department of organizational, legal, personnel and analytical work of the State Institution "Department of Finance of Pavlodar Region."

From June 26, 2020, to September 13, 2020 – Head of the Property Management Division of the State Institution “Pavlodar Department of State Property and Privatization of the Committee for State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan.”
From September 14, 2020, to January 5, 2022 – Head of the Financial Support Division of the State Institution “Pavlodar Department of State Property and Privatization of the Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan.”
From January 5, 2022, to October 31, 2023 – Head of the Human Resources and Legal Affairs Division of the State Institution “Pavlodar Department of State Property and Privatization of the Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan.”
From November 1, 2023, to December 16, 2025 – Head of the Asset Management Division of the State Institution “Pavlodar Department of State Property and Privatization of the Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan.”
On December 17, 2025, he was appointed Deputy Head of the Pavlodar Department of State Property and Privatization of the Committee for State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan.
