Biography
Khaibullin Rustam Mirshatovich was born in 1977 in the city of Semipalatinsk, Semipalatinsk region.
Graduated from Semipalatinsk State University named after Shakarim.
He started his career in 1994 as a milling cutter in JSC Semmashzavod «Toolmaker».
From 2002 to 2009 he worked as a chief specialist in the finance department of the city of Semey.
From 2009 to 2012 - Head of the sector in the Finance Department of the city of Semey.
From 2012 to 2022 - Deputy Head of the Departments of Finance, Economics and Finance of the city of Semey.
Since August 16, 2022, he has been appointed head of the Investment policy Department of the state institution «Department of Economy and Budget Planning of the Abay region».
