1. Ensures:
- the timely, high-quality, and complete implementation of state policy and regional programs in the areas of agriculture, land relations, veterinary medicine, livestock farming, crop production, entrepreneurship, tourism, investment, industrial and innovative development, mobilization training, and territorial and civil defense in the Kostanay region;
- the timely, high-quality, and complete implementation of acts and instructions of the President of the Republic of Kazakhstan, the Prime Minister of the Republic of Kazakhstan, the Presidential Administration of the Republic of Kazakhstan, the State Advisor of the Republic of Kazakhstan, the Government Office of the Republic of Kazakhstan, and acts and instructions of the Akim and Akimat of Kostanay region;
- interaction with the Presidential Administration of the Republic of Kazakhstan, the Government Office of the Republic of Kazakhstan, central government bodies of the Republic of Kazakhstan and their territorial divisions, and other government bodies and institutions;
- coordination of draft laws, government decrees, orders of the Prime Minister, presidential decrees, appeals, cassation appeals, and private complaints in supervised areas.

2. Organizes:
- development of the agro-industrial complex to achieve a qualitatively new level of competitiveness in its sectors, including livestock farming and crop production;
- land resource management and regulation of land relations;
- veterinary and sanitary security;
- development of entrepreneurship, domestic trade, tourism, investment attraction, and implementation of industrial and innovative projects in the region;
- ensuring mobilization readiness and territorial defense.

3. Coordinates:
- interaction between territorial bodies in the implementation of programs and comprehensive measures in agriculture, land relations, veterinary medicine, livestock farming, crop production, entrepreneurship, tourism, investment, industrial and innovative development, mobilization preparation, and territorial and civil defense;
- interaction with quasi-public sector organizations, business entities, international and public organizations, foundations, and other enterprises within the scope of assigned powers.

4. Manages:
- structural divisions of the Akimat implementing work in the areas of agriculture, land relations, veterinary medicine, livestock farming, crop production, entrepreneurship, tourism, investment, industrial and innovative development, mobilization preparation, territorial and civil defense.

5. Heads territorial advisory and coordinating councils and commissions (within the scope of assigned powers).
