Taszhurekov Yerbol Kuanyshevich

By order of the regional akim, Yerbol Taszhurekov Kuanyshevich has been appointed as the deputy akim of the Kostanay region. Previously, he held the position of Vice Minister of Agriculture of the Republic of Kazakhstan.

Born in 1979 in the city of Taraz.

Has education in the following specialties:

• economist;
• lawyer;
• Master of State and Local Administration;
• Master of Public Administration and International Relations.

• M.Kh. Dulaty Taraz State University;
• Khoja Akhmet Yassawi International Kazakh-Turkish University;
• Academy of Public Administration under the President of the Republic of Kazakhstan;
• National School of Administration of France.

Work Experience

• 1998–2001 — currency exchange office manager at TOO "Kaznur";
• 2003–2007 — director of TOO "Profile-Lux";
• 2007–2013 — worked in various positions at District Court No. 2 of the Almaty District of Astana;
• 2013–2014 — held managerial positions in the Ministry of Regional Development of the Republic of Kazakhstan;
• 2014–2016 — deputy director of the department of the Ministry of National Economy of the Republic of Kazakhstan;
• 2016–2018 — deputy chairman of the Investment Committee of the Ministry for Investment and Development of the Republic of Kazakhstan;
• 2018–2019 — deputy akim of the South Kazakhstan region;
• 2019–2021 — managing director – member of the Board of JSC "National Management Holding "KazAgro";
• 2023–2026 — Vice Minister of Agriculture of the Republic of Kazakhstan.

1. Ensures:

- timely, high-quality, and complete implementation of state policy and regional programs in the areas of economics, budget planning, finance, public procurement, municipal property and housing management, healthcare, employment coordination, and social programs in the Kostanay region;

- timely, high-quality, and complete implementation of acts and instructions of the President of the Republic of Kazakhstan, the Prime Minister of the Republic of Kazakhstan, the Presidential Administration of the Republic of Kazakhstan, the State Counselor of the Republic of Kazakhstan, the Government Office of the Republic of Kazakhstan, and acts and instructions of the Akim and Akimat of Kostanay region;

- interaction with the Presidential Administration of the Republic of Kazakhstan, the Government Office of the Republic of Kazakhstan, central government bodies of the Republic of Kazakhstan and their territorial divisions, and other government agencies and institutions;

- coordination of draft laws, government decrees, orders of the Prime Minister, presidential decrees, appeals, cassation appeals, and private complaints in areas of responsibility.

2. Organizes:

- draft budget development, timely and high-quality planning, facilitating the effective implementation of socio-economic development priorities;

- budget planning and execution;

- municipal property and housing management;

- public procurement, interaction with the authorized body, the single operator for public procurement, and state audit and financial control bodies;

- labor market development, implementation of measures to promote employment and reduce unemployment;

- provision of specialized social services, coordination of the activities of healthcare organizations in the field of specialized social services in healthcare, as well as other social and labor measures in accordance with the legislation of the Republic of Kazakhstan;

- provision of high-quality and accessible medical services, health protection, and the promotion of a healthy lifestyle.

3. Coordinates:

- interaction between territorial bodies in the implementation of programs and comprehensive measures in the areas of economics, budget planning, finance, public procurement, municipal property and housing management, healthcare, and employment and social program coordination;

- interaction with quasi-public sector organizations, business entities, international and public organizations, foundations, and other enterprises within the scope of assigned powers.

4. Manages:

- structural divisions of the Akimat implementing work in the areas of economics, budget planning, finance, public procurement, municipal property and housing management, healthcare, and employment and social program coordination.

5. Heads territorial advisory and coordinating councils and commissions (within the scope of assigned powers).
