Bekturganova Asem Bulatovna was born on July 8, 1987 in the village of Tayynsha, Tayynshinsky district of North Kazakhstan region.
Higher education.
In 2008, she graduated from Al-Farabi Kazakh National University with a degree in Geodesy and Cartography.
In 2019, she graduated from M. Dulatov Kostanay University of Engineering and Economics with a degree in Accounting and Auditing.

Career
She began her career in October 2008 at the Almaty branch of RSE GosNPTsem, where she worked until November 2010 as the head of the documentation processing and release sector, then as the head of the AISiVP group.
From March 2011 to July 2012, she worked as a cartographer at the Kazgeodesia Regional State Enterprise of the Land Management Agency of the Republic of Kazakhstan.
From November 2012 to December 2014 – engineer-surveyor of the production and technical department of GKP "Zhitikarakommunenergo".
From March 2015 to October 2019 – Sales Manager, TPK Artel LLP.
In the State Institution "Department of Finance of the Akimat of Kostanay region", she began working in October 2019 as a statistician of the Department of financing of educational, cultural, sports and information space organizations.
In December 2019, she joined the civil service as a chief specialist, and worked in this position until January 2024 in the department of consolidated analysis of budget execution and inter-budgetary relations, as well as in the department of financing of real sector industries.
On January 11, 2024, she was appointed head of the Department of financing of real sector industries of the State Institution "Finance Department of the Akimat of Kostanay region".
