This Pasture Management and Use Plan for the Bemibet Mailin District for 2026-2030 (hereinafter referred to as the Plan) was developed in accordance with the order of the Deputy Prime Minister of the Republic of Kazakhstan - Minister of Agriculture of the Republic of Kazakhstan dated April 24, 2017 No. 173 "On approval of the Rules for the rational use of pastures" (registered in the Register of state registration of regulatory legal acts No. 15090), the order of the Minister of Agriculture of the Republic of Kazakhstan dated April 14, 2015 No. 3-3/332 "On approval of the maximum permissible load on the total area of pastures" (registered in the Register of state registration of regulatory legal acts No. 11064), the order of the Minister of Agriculture of the Republic of Kazakhstan dated July 29, 2024 No. 263 “On approval of the standard plan for pasture management and use” (registered in the Ministry of Justice of the Republic of Kazakhstan on July 29, 2024 No. 34831).
The plan is adopted for the purposes of rational use of pastures, sustainable provision of feed needs and prevention of pasture degradation processes.
The plan takes into account:
1) data from the land balance of the region and the information system of the state land cadastre in accordance with Appendix 1 to this Plan;
2) information on the geobotanical survey of pastures in accordance with Appendix 2 to this Plan;
3) information about cattle burial grounds (biometric pits);
4) information on pasture infrastructure facilities and easements for the grazing of farm animals in accordance with Appendix 3 to this Plan;
5) data on the number of livestock animals obtained from the livestock identification database, indicating their owners, in accordance with Table 1 of Appendix 4 to this Plan;
6) data on the number of herds, flocks, and herds formed by species and age-sex groups of farm animals, in accordance with Table 2 of Appendix 4 to this Plan;
7) information on the number of livestock for grazing on distant pastures in accordance with Table 3 of Appendix 4 to this Plan;
8) data on the characteristics of grazing of farm animals on cultivated and arid pastures, lands of forest and water funds and specially protected natural areas;
9) recommended pasture rotation schemes in accordance with Appendix 5 to this Plan;
10) official statistical information on livestock and crop production statistics.
The plan contains the following diagrams:
- a diagram (map) of the location of pastures on the territory of an administrative-territorial unit broken down by land categories, indicating the boundaries, areas and types of pastures, including distant-pasture, seasonal, arid and cultural pastures, information about their owners or land users based on title and identification documents for the land plot;
- a diagram (map) indicating pastures intended for the needs of the population for grazing farm animals of private households, including public pastures, which indicates the boundaries and areas of pastures, including public pastures intended for the needs of the population for grazing farm animals of private households;
- a diagram (map) indicating the recommended pasture rotation schemes, indicating the pasture rotation schemes recommended on the basis of a geobotanical survey of pastures;
- a diagram (map) indicating easements for the passage of farm animals, cattle driving routes and other pasture infrastructure facilities, as well as cattle burial grounds (biometric pits), indicating easements for the passage of farm animals, cattle driving routes, pasture infrastructure facilities, and the location of cattle burial grounds (biometric pits);
- a diagram (map) indicating pastures that can be provided for land use to pasture users;
- a diagram (map) indicating pastures to be reserved in order to meet the needs of the population for grazing farm animals in their personal farmsteads, indicating the boundaries and areas of pastures to be reserved in order to meet the needs of the population for grazing farm animals in their personal farmsteads;
- a diagram of access to water sources (lakes, rivers, ponds, ditches, irrigation or water supply canals, tube or shaft wells), drawn up in accordance with the water consumption rate, indicating the routes of movement of animals to water sources;
- a diagram of the placement of livestock on distant pastures, indicating the boundaries and areas of distant pastures for the placement of livestock.
