On the Landscaping and Urban Improvement

Activities Being Carried Out in the City of Ust-Kamenogorsk

Having heard the information presented, the Standing Committees RESOLVED:

1. To recommend that the State Institution "Department of Housing and Communal Services, Passenger Transport and Highways of the City of Ust-Kamenogorsk":
   1. ensure the proper maintenance of parks, public gardens, alleys and other public spaces of the city, including Nurly Zhol Park, Park City, Sagadat Nurmagambetov Park, Oskemen Alley, and others, including timely sanitary cleaning, grass mowing, maintenance of green spaces, sanitary pruning of trees and shrubs, maintenance of landscaping facilities in a safe and serviceable condition, and take measures to restore and ensure the operation of lawn irrigation systems (Kazybek Bi Avenue, Pobedy Avenue, Slavsky Embankment, Kazakhstan Street, Protozanov Street, Boris Alexandrov Street and others), flowerbeds and other landscaping facilities;
   2. conduct an inventory of the city's green assets, assess the condition of green spaces and ensure the removal of hazardous and dangerous trees, as well as trees obstructing the visibility of road signs in order to improve road safety;
   3. ensure control over tree planting sites and the condition of planted trees and saplings (including in the Chechek area, Samal Park, Oskemen Alley and other locations), including monitoring their survival rate, providing timely maintenance and irrigation, and replacing dead or non-surviving plantings;
   4. strengthen oversight of the quality, scope and timeliness of landscaping, urban improvement, sanitary cleaning and maintenance works carried out by subordinate organizations within the territory of the City of Ust-Kamenogorsk;
   5. develop and submit cartographic materials (a dendrological plan) indicating the precise boundaries and areas of landscaped sites, as well as the species of planting material, taking into account the climatic conditions of the region;
   6. conduct an inventory of the irrigation system, including operational networks and those requiring reconstruction, and calculate the need for the construction of new irrigation networks;
   7. prepare a feasibility study of irrigation methods (automatic, manual and water-truck irrigation) identifying the most efficient option for each territory.
2. To recommend that the State Institution "Department of Entrepreneurship and Agriculture of the City of Ust-Kamenogorsk" and the Municipal State Enterprise "Territorial Management Center" of the Akimat of the City of Ust-Kamenogorsk conduct awareness-raising activities among business entities and owners of privately owned properties regarding the need to comply with the requirements of the Rules for the Improvement of the Territories of Cities and Settlements of East Kazakhstan Region( hereinafter – the Rules), approved by the Decision of the East Kazakhstan Regional Maslikhat dated 12 April 2024 No. 12/97-VIII, with respect to maintaining the adjacent territory within a five-metre radius in a proper sanitary condition.
3. To recommend that the State Institution "Department of Housing Relations of the City of Ust-Kamenogorsk" conduct awareness-raising activities with condominium management bodies (associations of property owners, direct joint management bodies, management companies and apartment owners' cooperatives) regarding the need to comply with the requirements of the Rules concerning the proper maintenance of courtyard areas, timely grass mowing, maintenance of green spaces, sanitary cleaning and upkeep of landscaping elements.
4. To inform the City Maslikhat on the progress of implementation of this Resolution by 31 August 2026.
5. To assign oversight of the implementation of this Resolution to the Standing Committee on Infrastructure Development and Housing and Communal Services.
