Unfortunately, the dynamics of the last few years show that the number of divorces is increasing. If in 2017 there were 54,626 facts, then in 2019 – 59,796 units. At the same time, in the first quarter of this year, we see a decrease in divorces by 2,802 units compared to the first quarter of last year. In addition, the number of marriages increased by 535 units compared to the 1st quarter of last year (Q1 2020 – 28,472; Q1 2019 – 27,937). According to the data of sociological studies (the National Report "Kazakhstan Families-2019"), the main reasons for the dissolution of marriages are: interference of relatives, adultery, gambling, domestic violence, etc. Also, the issuance of TSA to the needy population provoked an increase in the number of divorces. The Ministry, together with NGOs, conducts awareness-raising activities and provides consulting services. Last year, the activity of "Bakytty Otbasy" centers at family courts was organized in 8 regions. Also, in order to reduce domestic violence, social services in 9 regions of the country (Shymkent, Almaty, Aktobe, Kyzylorda, Mangystau, Pavlodar, Turkestan, North Kazakhstan and West Kazakhstan regions) provided more than 1,000 consulting services and support for 225 cases of difficult life situations in families. To form a new wave of effective managers and a system of effective social elevators for the new generation of the country, on behalf of the President of the Republic of Kazakhstan, the presidential youth personnel reserve was formed, which included 300 specialists out of 13 thousand applicants (102 representatives from the private sector, 98 representatives of the quasi-public sector and 96 civil servants), many of whom have already been appointed to senior positions in various fields. At the same time, in May of this year, the Head of State signed amendments to the Constitutional Law of the Republic of Kazakhstan "On Amendments to the Constitutional Law of the Republic of Kazakhstan "On Elections in the Republic of Kazakhstan", according to which a 30% quota is introduced for young people (up to 29 years old) and women on electoral lists. This measure will increase the active participation of young people and women in the socio-political processes of the country.

Within the framework of the Year of Youth, on the initiative of the First President of the Republic of Kazakhstan – Elbasy N. A..A measure was provided to provide housing for working youth in 3 megacities of the country. In the cities of Nur-Sultan, Almaty and Shymkent, 3,000 apartments have already been issued for working youth, including young families. This year, it is also planned to issue 3,000 rental apartments for working youth. As a result of the first stage of issuing rental housing, a lot of proposals were received from citizens regarding the conditions and rules for their issuance. A number of appeals were related to the introduction of changes and additions to the Rules (the period of registration as a resident of the city, increasing the age of young people to 35 years, reducing to 40 MCI, extending the deadline for accepting documents, etc.). In this regard, taking into account the comments and suggestions of citizens, as well as the akimats of the cities of Nur-Sultan, Almaty and Shymkent, we have begun some work on making changes and additions to the Rules for issuing rental housing, which are currently being approved by the relevant state bodies.

Termination of powers of the member of the Public Council is part of the Law of November 2, 2015 "On public councils" (hereinafter – the Law). Thus, a member of the Public Council may resign from the Public Council at his own request by submitting an application in writing to the Public Council where he is a member. In addition, a member of the Public Council may be prematurely excluded from its membership by a decision of the Public Council in case of inability to participate in its work for health reasons or on other grounds provided for in paragraph 1 of Article 10 of the Law. This means that a member of the Public Council must not have a criminal record, must not be found guilty of committing a corruption crime and / or a corruption offense in accordance with the procedure established by law, and must not be registered with health organizations for mental illness, alcoholism, drug addiction or substance abuse. Thus, the power to exclude or terminate the powers of members is assigned to the Public Council itself.
