Rasul Zhumabekovich Abishaev was born on September 12, 1987 in the city of Zhanaozen, Mangistau region. Nationality - Kazakh. Education - higher, in 2009 graduated from the Kazakh University of International Relations and World Languages named after Abylai Khan with a degree in regional studies.
