Tulebayev Miras
Deputy Minister of Tourism and Sports of the Republic of Kazakhstan
Biography
Born in 1986 in Kostanay region. He graduated from the Kazakh Economic University named after T.Ryskulov, Kazakh National Technical University named after K.Satpayev, Karaganda State University named after E. Buketov, Academy of Public Administration under the President of the Republic of Kazakhstan.
He started his career in July 2008 as the Chief Specialist of the Corporate Development and Strategic Analysis Department of JSC International Center for Cross-Border Cooperation Khorgos. In March 2009, he was transferred to the position of Chief Manager of the Planning and Economic Department of JSC, where he worked until January 2010.
Since February 2010, he has held the following positions in the civil service:
2010-2011 – Expert of the Licensing, Post-License Control and Legal Support Department of the State Energy Supervision Committee of the Ministry of Energy and Mineral Resources of the Republic of Kazakhstan.
2011-2012 – Expert of the Office of Expert Control and Licensing of the Committee of Industry of the Ministry of Industry and New Technologies of the Republic of Kazakhstan.
2012-2014 – Chief Expert of the Licensing and Legal Work Department of the State Oil and Gas Inspection Committee of the Ministry of Oil and Gas of the Republic of Kazakhstan.
From 2014 to 2015, he worked as Deputy Head of the Industrial and Innovative Development Department of the Kyzylorda region.
2015-2016 – Head of the Department of Entrepreneurship and Tourism of the Kyzylorda region.
2017 – Deputy Director of the Center for Sustainable Development of the capital.
2017-2022 – Head of the Department of the Tourism Industry Committee of the Ministry of Culture and Sports of the Republic of Kazakhstan.
2022-2023 – Deputy Chairman of the Tourism Industry Committee of the Ministry of Culture and Sports of the Republic of Kazakhstan.
2023-2025 – Deputy Minister of Tourism and Sports of the Republic of Kazakhstan.
From April 2025 to the present, he has worked in private structures in senior positions.
On July 9, 2026, by Decree of the Government of the Republic of Kazakhstan, Miras Tulebayev was appointed Deputy Minister of Tourism and Sports of the Republic of Kazakhstan.
