Timur Abilkassymov
First Deputy Chairperson of the Agency of the Republic of Kazakhstan for Regulation and Development of the Financial Market
Biography
Timur Abilkassymov was born on 21 September 1989 in Almaty.
In 2012, he graduated from the Kazakhstan Institute of Management, Economics and Strategic Research (KIMEP) with a degree in Business Economics and Public Policy.
In 2015, he completed a Master’s program in Risk Management and was awarded a Master of Global Business Administration degree in London, United Kingdom.
Timur Abilkassymov began his career at Kazinvest Bank JSC, where he held several positions ranging from Portfolio Administration and Reporting Specialist to Head of the Market and Liquidity Risk Department.
From January 2016 to February 2017, he served as Head of the Risk Management and Internal Control Department at KazMunayGas Products LLP.
From April 2017 to August 2018, he served as Deputy Director of the Risk Management Department at JSC National Company Kazakhstan Temir Zholy and was a member of the Methodological Council on International Financial Reporting Standards.
From September 2018 to April 2021, he served as Senior Partner at the consulting firm Radius Advisory Lab.
From May 2021 to February 2024, he served as Advisor to the Chairman of the Agency for Regulation and Development of the Financial Market.
From February to August 2024, he served as Chairman of the Board of the corporate fund NAC Analytica.
By Presidential Decree dated 20 September 2024, he was appointed Deputy Chairman of the Agency for Regulation and Development of the Financial Market.
By Presidential Decree dated 4 September 2025, he was appointed First Deputy Chairman of the Agency for Regulation and Development of the Financial Market.
