Biography
Nurqat Turganovich Batyrqulov was born in the year 1986.
He graduated from the Kazakh National Technical University named after K.I. Satpayev with a degree in «Life Safety and Environmental Protection», and from the Central Asian University with a degree in «Jurisprudence».
He holds a Master’s degree in «Life Safety and Environmental Protection».
2006-2014 – Worked in private sector organizations in various positions.
2014 - Acting Senior Officer of the Main Directorate for Logistics Support of the Armed Forces of the Republic of Kazakhstan.
2014-2021 – Assistant to a Member of the Senate of the Parliament of the Republic of Kazakhstan (Committees on Socio-Cultural Development and Science, and on Finance and Budget).
2021-2024 – Chief Consultant of the Government Representative Office in the Parliament of the Republic of Kazakhstan; Chief Inspector of the Department for Legislation, Defense, and Law and Order of the Office of the Government of the Republic of Kazakhstan; and Chief Inspector of the Legal Department of the Office of the Government of the Republic of Kazakhstan.
2024-2025 – Deputy Head of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in Zhambyl Region; Head of the Secretariat of the Ethics Council.
Since September 22, 2025, he has served as the Head of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in Akmola Region and Chairman of the Ethics Council.
