He was born on August 08, 1973 in the village of Zharminsky, Zharminsky district, Semipalatinsk region.Higher education. In 1997 he graduated from the Semipalatinsk Veterinary Institute with a degree in Veterinary Medicine.
He began his career in 1990 as an assistant to the Shaban of farm No. 3 of the state farm "Zharminsky".From 1997 to 2000, veterinary paramedic of the Zharminsky district Department of Veterinary Control;
From 2000 to 2002 , veterinary inspector of the village of Zharminsky;
From 2002 to 2003 Acting veterinary inspector of the Zharminsky district Territorial Department of Agriculture;
From 2003 to 2006, veterinary inspector of the Zharminsky District Territorial Department of Agriculture
