
Biography
Borsukbayev Nurlan Mukhametrakymovich was born in 1975 in the city of Semey. He is of Kazakh nationality. He holds two higher education degrees: in 1997, he graduated from Semey State University with a degree in “Economics and Management in the Agro-Industrial Sector,” and in 2006, he graduated from Kainar University with a degree in “Jurisprudence.”
He is married and has three children.
He began his professional career in 1997 as a specialist at the Tax Inspection in the city of Semipalatinsk. From 1999 to 2006, he worked at the Tax Committee of Semipalatinsk, holding the positions of Tax Inspector, Chief Tax Inspector, and Head of the Organizational Work Department.
In 2006, he was appointed Head of the Department for Work with Small and Medium Enterprises at the Non-Production Payments Administration of the East Kazakhstan Regional Tax Committee. From March to June 2008, he headed the Department for Receiving and Processing Tax Reports at the Borodulikha District Tax Committee.
From 2008 to 2017, he worked at the Semey City Tax Committee as Head of the Registration Department, the Individual Tax Audit Department, and the Organizational Work Department.
From August 2017 to June 2018, he served as Head of the State Revenue Department for the Beskaragai District. In June 2018, he was appointed Deputy Akim of the Beskaragai District.
From March 2020 to February 2023, he worked as Director of LLP "Smart Concept."
From March 2023 to September 2024, he served as Chief of Staff of the Regional Audit Commission for the Abai Region.
By agreement with the Administration of the President of the Republic of Kazakhstan, the deputies of the Zharym District Maslikhat, and by the order of the Akim of the Abai Region, he was appointed Akim of the Zharym District of the Abai Region on September 30, 2024.
