In 2000 he graduated from Kostanay State University named after A. Baitursynov with a degree in Kazakh language and literature at the national school.
In 2018, he graduated from M. Dulatov Kostanay University of Engineering and Economics with a degree in economics.

Organizes the implementation of the Laws of the Republic of Kazakhstan, Decrees of the President of the Republic of Kazakhstan and other regulatory legal acts, resolutions, orders of higher state authorities and akim of the city.
Supervises issues of social protection and employment of the population, youth and domestic policy, public associations, foundations, onomastics.
Interacts with the state institution "Department of Education of the city of Kostanay" of the Department of Education of the Akimat of Kostanay region on the provision of educational services in children's and general education institutions; the Department of Health Care for the health of the population of the city.
Coordinates the work of: Commission on Women's Affairs and Family and Demographic Policy under the Akimat of Kostanay city; Commission on minors and protection of their rights under the Akimat of Kostanay city; commission on targeted social assistance; commission on registration of citizens affected by nuclear tests at the Semipalatinsk Nuclear Test site, payment of one-time state monetary compensation, issuance of certificates; a special commission to establish the length of service of persons who have worked for at least six months in the period from June 22, 1941 to May 9, 1945; a special commission for the provision of social assistance; a consultative and advisory body to facilitate the activities of institutions executing criminal penalties and other measures of criminal legal impact, as well as the organization of social and other assistance to persons who have served criminal sentences; city commission on employment; interdepartmental commission on inventory of social infrastructure facilities; council for interaction with non-governmental organizations; Council for the Disabled.
