Job responsibilities:
Organizes the implementation of the Laws of the Republic of Kazakhstan, Decrees of the President of the Republic of Kazakhstan and other regulatory legal acts, resolutions, orders of higher state authorities and akim of the city.
Supervises issues of housing legislation, implementation of economic policy, budget planning, replenishment and execution of the local budget, public procurement, lease of communal property, development and maintenance of housing and communal services, urban infrastructure and life support of the city, engineering communications, work of transport, communications, fire service, development and maintenance of the highway network, issues of fuel and energy complex, mobilization training, civil defense, prevention of terrorism, elimination of accidents and natural disasters, preparation and passage of the heating season in the city, flood prevention measures, housing legislation.
Interacts with banks and audit institutions.
Coordinates the work of: the interdepartmental commission on the recognition of residential buildings as emergency, the housing commission under the Akimat of Kostanay city; on the approval of the zoning coefficient; on encouraging citizens involved in ensuring public order under the Akimat of Kostanay city; on emergency situations; the commission to consider issues on the further use of the property of the converted (received) state ownership on separate grounds; the tender commission for the organization and holding of tenders for the transfer of municipal property of the city to trust management with the right and without the right of subsequent redemption; the permanent commission for the privatization of municipal property objects of the city of Kostanay; the commission for the control of intra-country value in the city of Kostanay; the expert council under the Akimat of the city of Kostanay to consider the implementation of projects through the mechanism "Budget of the People's participation".
Within its competence, it organizes the implementation of republican and regional programs in its direction in terms of the city of Kostanay, as well as other program documents.
Monitors the quality and timing of the provision of public services.
