A meeting was held as part of the organization by the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Almaty Region, with the participation of deputies of the Almaty Regional Maslikhat and the Konaev City Maslikhat, as well as the Head and staff members of the apparatus of the Almaty Regional Maslikhat.
During the meeting, approaches to the development of a new policy document in the field of combating corruption were comprehensively discussed. The participants addressed key priorities for implementing anti-corruption policy, including the transformation of anti-corruption culture, improvement of digitalization processes, and strengthening preventive measures. The importance of establishing an effective dialogue platform involving government bodies, experts, the business community, and civil society representatives was also emphasized.
It was noted that, due to the completion this year of the implementation period of the Anti-Corruption Policy Concept for 2022–2026, the Agency has begun developing a new policy document in accordance with the instructions of the Commission under the Head of State.
The proposed key areas of the new concept include modernization of anti-corruption culture, introduction of a multi-level education model, as well as the use of artificial intelligence capabilities for early detection of corruption risks and digitalization of procedures for the distribution of social benefits.
The document also provides for the legislative consolidation of the concept of “everyday corruption,” development of mechanisms to protect citizens who report corruption cases, and strengthening the independence of compliance services in the quasi-public sector.
All proposals expressed by the meeting participants were recorded, analyzed, and will be submitted to the authorized body. The new concept will be based on the principles of “Just Kazakhstan,” “Honest Citizen,” and “Law and Order,” outlined by the Head of State.
