
The Senate Speaker Discussed the New Constitution as a Foundation for Long-Term Development with Maslikhat Deputies
A regular meeting of the Council for Cooperation with Maslikhats was held at the Senate of the Parliament of the Republic of Kazakhstan under the chairmanship of Senate Speaker Maulen Ashimbayev. Chairman of the Almaty Regional Maslikhat Kuat Baigodzhayev, deputies of the Regional Maslikhat, and Chairmen of the Standing Commissions Daulet Zharasbayev and Bolat Nurbekov took part in the meeting via videoconference.
During the meeting, held under the theme “The New Constitution – a Strong Foundation for Long-Term Development,” participants discussed in detail the significance and substance of constitutional reforms aimed at protecting human rights and freedoms and strengthening the rule of law.
Speaking at the meeting, Maulen Ashimbayev noted that constitutional modernization represents an important stage in the country’s development. According to him, the draft of the new Constitution paves the way for implementing the concept of a “Just Kazakhstan” by creating a clear legal foundation for the democratization and renewal of the political system.
It was also emphasized that the large-scale reforms initiated by President Kassym-Jomart Tokayev are systemic in nature. The current constitutional amendments are a logical continuation of this comprehensive work. Special attention was drawn to the nationwide referendum on the draft of the new Constitution scheduled for March 15, which will become a historic milestone in modernizing the country’s political system. It was stressed that the Basic Law is aimed at strengthening statehood, consolidating independence, and improving the well-being of citizens.
The Senate Speaker stated that, for the first time, the preamble of the new Constitution clearly defines human rights and freedoms as the highest value of the state. Among the key priorities are also the development of human capital, advancement of education and science, and support for innovation.
During the meeting, it was noted that constitutional reform is the result of the evolutionary development of the political system and the outcome of joint efforts by experts and representatives of civil society. The new Constitution was described as an important document that meets national interests and responds to modern challenges.
It was also noted that the formation of the constitutional model of a “Just Kazakhstan” includes improving the public administration system. Mechanisms of governance based on effective interaction between branches of government will be established, and the representative role of the Kurultai will be strengthened. In addition, the creation of a supreme advisory body — the People’s Council — is planned to represent the interests of regions and various social groups. The status and powers of state bodies will also be clearly defined.
Participants of the meeting discussed issues related to the transformation of the political system, the formation of new institutions, and mechanisms for their functioning. It was emphasized that the constitutional reform is the result of comprehensive and systematic work carried out with the participation of members of Parliament and maslikhats, public figures, experts, and active citizens.
