    The XLVI Regular Session of the Almaty Regional Maslikhat Was Held

    The XLVI regular session of the Almaty Regional Maslikhat was held, during which deputies considered issues related to the condition of irrigation networks and reservoirs, environmental protection, and the region’s social policy. The session was chaired by Chairman of the Maslikhat Kuat Baigodzhayev, with Deputy Akim of the Almaty Region Asset Masabayev taking part in the work.

    A key item on the agenda was the approval of the Action Plan for the protection of water resources, the efficient use of water resources, and the development of water management and hydraulic infrastructure. The report was presented by Head of the Regional Department of Water Resources and Irrigation Sayat Karalasov.

    According to his report, last year almost 3 billion tenge from the republican budget was allocated for the reconstruction of canals. Through the local budget, water supply to pastures was ensured and more than 70 wells were reconstructed. The construction of the Shibut and Kabandin dams, with a total cost of more than 650 million tenge, was also completed, with their commissioning planned after spring water filling and testing. At the same time, major repairs of hydraulic structures worth more than 2.5 billion tenge are ongoing. This year, an additional 1.5 billion tenge has been allocated for the reconstruction of irrigation networks, and design estimates are being developed for the construction of the Sunkar and Tiirmen reservoirs.

    As the head of the department emphasized, the development of the sector is based on two main directions — modernization of water infrastructure and increasing the efficiency of irrigation use, which will help reduce losses and improve crop yields.

    As part of the environmental agenda, deputies heard a report on the implementation of the Environmental Protection Action Plan for 2023–2025. Chairman of the Standing Commission on Agriculture, Land Relations, Veterinary Medicine and Ecology Zhanat Altangadas noted that work in this area is being carried out systematically.

    “We considered issues of environmental protection, tree planting, as well as plans for their maintenance, including watering and fencing. Over the past year, forest plantations have increased by almost one percent,” the deputy said.

    According to him, special attention is paid not only to planting trees but also to ensuring their survival.

    “Almaty Region is an agricultural region, therefore, the condition of irrigation canals and hydraulic structures directly affects the development of agriculture. We are considering measures to strengthen their technical capacity and accumulate meltwater in mountainous areas,” Zhanat Altangadas emphasized.

    Chairman of the Standing Commission on Healthcare, Education, Social Protection, Culture and Sports Bolat Nurbekov noted that rental rates were established for the use of locally significant historical and cultural monuments. The introduction of incentive allowances to the official salaries of employees of the Regional Educational and Methodological Center for Psychological Support, funded from the local budget, was also approved.

    “This decision will help increase the motivation of specialists and strengthen the psychological support system in the field of education,” Bolat Nurbekov noted.

    At the session, deputies also considered a number of organizational issues, making changes to the composition of the territorial election commission, the regional budget commission, the akimat, and the interdepartmental commission on combating corruption, as well as approving the updated composition of the Coordination Council for the implementation of industrialization policy.
