Aida Balayeva: The State Places the Rights and Freedoms of Citizens Above All Else
A meeting of members of the National Coalition “For the People’s Constitution of a Just and Progressive Kazakhstan!” was held at the House of Culture in the city of Konaev. The meeting, chaired by Deputy Prime Minister – Minister of Culture and Information Aida Balayeva, was dedicated to discussing the draft of the New Constitution and the upcoming nationwide referendum scheduled for March 15.
The dialogue was also attended by Mazhilis deputies Maksat Tolyqbay, Zhanarbek Ashimzhanov, and Sergey Ponomarev, Chairman of the Almaty Regional Maslikhat Kuat Baigodzhayev, as well as representatives of public institutions, social support organizations, the education sector, youth organizations, and regional community leaders.
Addressing residents of the region, Aida Balayeva emphasized that the key idea of the proposed draft of the New Constitution is the protection of citizens’ interests and ensuring the country’s long-term sustainable development. The document clearly outlines the state’s development priorities, the value foundations of society, and a new quality of relations between the authorities and the people.
“First of all, I would like to focus on the Preamble of the New Constitution. For the first time, human rights and freedoms are established as the highest priority of the state. This is a principle that fundamentally changes the philosophy of public policy. In other words, the foundation of the law is based on the approach that the state must serve the individual and protect human dignity. In addition, unity and harmony, as well as interethnic and interfaith understanding, are established as a solid foundation of Kazakh statehood. For a multiethnic and multi-confessional region such as the Almaty Region, these provisions are of particular importance. This means that social harmony and mutual respect are not accidental phenomena, but shared values protected by law,” said the Deputy Prime Minister.
