    Chairman of the Agency for Civil Service Affairs Darkhan Zhazykbay met with the staff of the State Treasury Committee

    Chairman of the Agency for Civil Service Affairs Darkhan Zhazyk Bai held a meeting with the staff of the Ministry of Finance, including the State Treasury Committee.

    Darkhan Zhazyk Bai in his speech elaborated on the initiatives outlined by President Kassym-Jomart Tokayev at the V National Kurultai related to improving organizational culture in the public sector. He outlined strategic guidelines for the development of the civil service and identified key tasks for the upcoming stage.

    Significant emphasis was placed on building a human-oriented model of public administration. In this context, the issues of improving the quality of public services, ensuring the transparency and accessibility of the activities of government agencies, modernizing the procedures for entering the public service, as well as the active introduction of digital solutions in the personnel sphere were discussed.

    It was emphasized that such principles as "Law and Order," "Hearing State" and "Adal Azamat" form the value basis of the concept of Fair Kazakhstan, where a civil servant is considered as a representative of the interests of society.

    The head of the Agency also presented the key provisions of the draft new law "On Public Service." The proposed changes are aimed at consolidating the model of behavior of a civil servant focused on the needs of citizens. He noted that a modern civil servant should combine a high level of professionalism, developed competencies and personal responsibility, especially in conditions of increased public attention to the activities of the state.

    It was noted that today civil servants are not only the executors of the political course, but also the most important factor in the transition to a new constitutional model of governance and the practical implementation of its values. Their systematic work was one of the reasons for the widespread public support for the draft Constitution in a national referendum.

    Darkhan Zhazykbay separately dwelled on the need to prevent corruption through educational activities, stressing that the rejection of corruption should be formed from an early age - in the family and educational environment.

    Within the framework of the meetings, approaches to the introduction of a hybrid format of public service, expanding the influx of specialists from the private and quasi-public sectors, as well as further strengthening the principles of openness and meritocracy using the digital selection system "E-Yzmet" were presented.

    At the end of the discussions, the participants asked questions of interest to them and voiced proposals for the further development of the civil service.
