At the XI Meeting of the Commission on Constitutional Reform, Chairman of the Almaty Regional Maslikhat Kuat S. Baigodzhayev stated:
"The Almaty Region is one of the most densely populated, dynamically developing regions that actively implements digital services. A clear example of this is the implementation of the technological project “Alatau City” in our region, which is expected to become a driver of national economic growth.
The draft of the new Constitution includes a number of initiatives that have long existed in public life but require legal reconsideration. Today, the issue of citizens’ security has gone beyond its traditional understanding and has reached the level of digital technologies. Digital technologies have penetrated all spheres of society and have become an integral part of everyday life.
Therefore, enshrining in the draft of the new Constitution the obligation to protect citizens’ rights in the digital sphere is a requirement of the times. In particular, addressing issues related to the security of correspondence, electronic communications, and personal data protection strengthens guarantees of privacy and increases trust in digital services. Today, ensuring the protection of citizens’ personal and financial data and preventing their misuse by fraudsters is especially important. Establishing such provisions at the constitutional level creates a strong legal foundation for further improvement of legislation in the field of digital security.
In addition, a fundamentally important step for citizens is that the draft Constitution is based not on restricting rights and freedoms, but rather on adapting them to new technological realities. The responsibility of the state to ensure personal security should be guaranteed not only in the offline environment but also in the online space.
An especially important decision in protecting the interests of future generations is the clear definition in the new Constitution of the legal framework for creating a safe digital environment for children and young people.
The proposed amendments will have a direct impact on the daily lives of ordinary citizens. Protection of personal and financial information, as well as the operation of digital services within a legal framework, will strengthen public trust in state institutions.
Overall, every section of the draft Constitution was thoroughly and comprehensively discussed within the framework of the commission’s work. Each proposal received expert evaluation, various viewpoints were considered, and necessary clarifications and improvements were made.
As a result, we can confidently say that a document meeting the expectations of society, coordinated and balanced, has been developed. Therefore, I believe that the draft document has been sufficiently refined and can be submitted to a nationwide referendum."
