In accordance with Article 10 of the Constitutional Law of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan” (hereinafter referred to as the Election Law), the Almaty Regional Maslikhat announces amendments to the composition of the Territorial Election Commission of the Almaty Region.
The term of office of election commissions is five years.
Each political party has the right to nominate one candidate to the composition of the relevant election commission.
A political party may nominate candidates for an election commission who are not members of that political party.
In the absence of proposals from political parties, maslikhats elect members of election commissions based on proposals from other public associations and higher-level election commissions.
Political parties, other public associations, their structural divisions, and higher-level election commissions in relation to the commissions being formed shall submit the following documents to the maslikhat by February 10, 2026:
Information on candidates for the composition of election commissions in the prescribed form, in electronic and paper formats;
An extract from the decision of a political party, public association or their branches (representative offices), or a higher-level election commission on the nomination of candidates to the relevant election commissions;
A copy of the document confirming the registration of a political party, public association or their branches (representative offices);
Statements of candidates consenting to participate in the work of the election commission in the prescribed form.
The forms of information on candidates for the composition of the election commission and candidates’ statements of consent to participate in the work of the election commission are available on the website of the Regional Maslikhat.
A person nominated for the composition of an election commission must meet the requirements established by the Constitutional Law on Elections.
A person nominated for the composition of the Territorial Election Commission must meet the approved qualification requirements for members of territorial election commissions, including requirements for education level, work experience and/or professional experience, and professional competencies necessary to perform the duties of a member of the Territorial Election Commission. The candidate must also have a certificate confirming completion of testing on knowledge of election legislation through the “Distance Learning and Testing of Election Commission Members” subsystem on the internet resource of the Central Election Commission of the Republic of Kazakhstan.
Qualification requirements for a member of the Almaty Region Election Commission responsible for IT support of the election commission’s activities:
- Post-secondary, higher, or postgraduate education.
Work experience must meet one of the following requirements:
- at least three years of work experience in areas corresponding to the functional responsibilities of a member of a Territorial Election Commission;
- at least two years of work experience in the election bodies of the Republic of Kazakhstan.
A member of the election commission must reside within the administrative-territorial unit where the maslikhat that formed the composition of this commission is located.
More than half of the members of an election commission must not be employees of the same organization, except in cases of establishing polling stations provided for in paragraph 3 of Article 23 of the Constitutional Law on Elections.
Close relatives (parents, children, adoptive parents, adopted children, full and half siblings, grandparents, grandchildren) or spouses may not be members of the same election commission.
All documents submitted to the maslikhat in paper format must be signed, certified with a seal, contain the date of completion, and include information about the responsible person, indicating their surname, initials, and telephone number.
Applications and proposals for the composition of election commissions are accepted until February 10, 2026, from Monday to Friday, from 08:00 to 17:30, with a break from 12:30 to 14:00.
