On October 30, 2016, an expanded meeting of the Collegium was held at the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, chaired by Zhandos Duisembiev, with the participation of heads of territorial departments. The results of work over the past nine months and the tasks for the rest of the year were reviewed, including improving the quality of public services and eliminating administrative barriers for businesses.

Over the past nine months, 19.3 trillion tenge was received by the state budget. This is 18.2%, or 3 trillion tenge, more than in the same period last year. The republican budget received 13 trillion tenge; the growth amounted to 30.3%, or 3 trillion tenge.

The Chairman set tasks in the context of the Message of the Head of State, Kassym‑Jomart Tokayev, to the people of Kazakhstan dated October 28, 2026, “The pressing tasks of Kazakhstan in a new historical cycle”. The priorities outlined by the President to improve the business environment, strengthen transport and logistics potential, and increase the efficiency of public administration are reflected in the implementation of the Plan for the Transformation of State Revenue Bodies for 2026–2028. The Committee is systematically developing a service model of interaction with taxpayers based on big data.

One of the key areas is the formation of a Fiscal Data Factory. The development of analytics and the introduction of artificial intelligence are aimed at improving the accuracy of risk identification, automating processes and reducing excessive control actions, thereby reducing business administrative costs.

The Board emphasized that technological changes should be accompanied by an improvement in the quality of interaction with taxpayers. Taking into account the issues raised by entrepreneurs at the previous roundtable discussion with the business community, it has been instructed to strengthen preliminary explanatory work during control activities. Taxpayers should receive clear information in advance about the requirements imposed and the possibility of voluntarily correcting errors.

In tax administration, the priorities are seamless taxation, timeliness and quality of services, as well as clear explanation of requirements. In the customs sphere, it has been instructed to increase the predictability of customs procedures and create conditions for the uninterrupted movement of goods, and to eliminate unjustified delays in the movement of goods. This work is aimed at improving the efficiency of border crossings and implementing the tasks set by the Head of State to develop the country’s transport and logistics potential.

In addition, a direct dialogue with businesses and the population will be continued in each region. The feedback received will be used to improve the work.
