On September 2, 2026, a new production facility was officially opened at Ramazan Qus LLP. The facility will provide employment and accommodation for convicts serving their sentences at Institution No. 9 of the Department of the Penitentiary System of the Aktobe Region.
The Head of State has set an important task to increase the level of employment among convicts. To achieve this goal, it is necessary to actively engage entrepreneurs and expand production opportunities within institutions of the penal enforcement system.
Employment plays an important role for convicts not only in terms of providing jobs, but also as one of the key tools for their resocialization. The opportunity to work, acquire professional skills, comply with labor discipline, and take responsibility for the results of their work helps convicts prepare for independent life after release.
The event was attended by the First Deputy Chairman of the Committee of the Penitentiary System of the Ministry of Internal Affairs of the Republic of Kazakhstan, representatives of the General Prosecutor’s Office of the Republic of Kazakhstan, the Deputy Akim of the Aktobe Region, the Director of the Chamber of Entrepreneurs of the Aktobe Region, the leadership of the Department of the Penitentiary System of the Aktobe Region, and representatives of Ramazan Qus LLP.
The distinctive feature of the project is that convicts are provided with the opportunity not only to work at a functioning production facility, but also to live in specially established accommodation conditions. Ramazan Qus LLP provided significant support in implementing the project by creating the necessary conditions for employment and accommodation.
In terms of its format, the new production facility represents an important step in developing the model of a minimum-security institution. Here, convicts will be able to gradually adapt to life in freedom, gain work experience, and acquire the skills necessary for their subsequent return to society.
The project is primarily aimed at resocializing convicts and preparing them for release, ensuring that their return to society is as smooth and conscious as possible.
