Legislation on public councils allows every citizen to be a member of the Public Council. Not only a representative of an NGO can be elected to the Council, but any citizen can also be self-nominated.
Article 10 Of the law «On public councils» stipulates requirements for candidates for membership. A person must not be tried, must not be registered in a psychiatric or drug dispensary, and must submit documents required by the law on public councils. These requirements must be met by each candidate.
Candidates are not subject to any other requirements that restrict the rights of citizens and are not provided for by the specified NPA.
Thus, public councils are the public body, in the ranks of which any citizen can be elected.
