On May 19, 2026, a new Law of the Republic of Kazakhstan "On the Civil Service of the Republic of Kazakhstan" was adopted, which entered into force on July 1, 2026.
The main direction of the newly adopted law is the transition to a new attractive model of public service based on service, customer focus and digitalization of HR processes using artificial intelligence, the introduction of new principles of public service.
Among the key innovations, it is envisaged to consolidate the principle of prohibiting the abuse of formal requirements, i.e. government agencies are prohibited from denying the exercise of the rights of individuals and legal entities solely on formal grounds if such grounds do not prevent consideration of the issue on its merits.
Approaches to work in personnel policy have been changed. The selection of applicants for public service is carried out completely in digital online format through the E-Kyzmet information system, thereby ensuring openness and equal access to admission to the civil service.
Much attention is paid to attracting young people to the public service. Thus, graduates of universities with an average achievement score of at least 3.33 can enter the lower, non-managerial positions of the district and rural levels without a competition. To help young specialists in order to accelerate their adaptation, the institution of mentoring has been officially introduced.
For existing civil servants, an increase within one position will depend on the size of the salary.
Special attention is paid to strengthening the social guarantees of civil servants, including an increase in wages at least once every three years. When a civil servant moves or rotates, housing payments and access to preferential mortgages are provided. Children of civil servants will be able to get to kindergarten out of turn. And veterans of the civil service with more than 25 years of experience and in the presence of state awards will be able to receive a lump sum payment upon retirement.
The law also provides for the working hours of civil servants. The usual working week will be 40 hours, and for people with disabilities of groups I and II - 36 hours. For overtime work, an additional payment is made or days (hours) of rest are provided.
Additional vacation days will depend on length of service in the civil service. Civil servants with seniority are provided for the duration of leave as follows:
• ten or more years - three calendar days;
• fifteen or more years - five calendar days;
• twenty or more years - ten calendar days.
Another change concerns securities. Civil servants will be limited the ability to freely buy financial instruments. Only certain types of securities will be allowed and only through licensed brokers and Kazakhstani exchanges.
It is planned to improve disciplinary practice with an emphasis on the prevention of offenses.
At the same time, the list of disciplinary offenses of civil servants discrediting the civil service has been expanded, in particular, such offenses as:
• non-medical use of narcotic drugs, psychotropic substances, their analogues, precursors;
• driving in a state of alcoholic and/or narcotic, and/or substance intoxication.
Overall, the new law aims to make the civil service more modern, digital and less bureaucratic.
According to Article 90 of the Law, the bulk of the provisions will come into force on July 1, 2026, certain provisions of the Law will take effect only from January 1, 2027.
