Shaikhiev Rysbek was born on October 20, 1980 in the village of Kogalykol, Syrdarya district, Kyzylorda region.

in 2001, he graduated from Korkyt ATA Kyzylorda state University with a degree in Economics and accounting, and in 2008 from Bolashak University with a degree in law.
