    Biography

    Yernar Serikbayevich Zharkeshov, born in 1986, is a native of the Ulytau Region. He graduated from the University of Birmingham (UK) with a Bachelor of Science in Public Policy, Management and Governance; the Kazakh University of Economics, Finance and International Trade with a Bachelor’s degree in Finance; the Lee Kuan Yew School of Public Policy at the National University of Singapore with a Master of Science in Public Policy; and the John F. Kennedy School of Government at Harvard University with a Master of Public Administration.

    From June to August 2008, he worked as an intern at the Administration of the President of the Republic of Kazakhstan, in the Department of State Control and Organizational and Personnel Work.

    From 2010 to 2011, he worked as a Research Assistant at the Lee Kuan Yew School of Public Policy at the National University of Singapore.

    From 2011 to 2012, he served as Chief Expert at JSC “Institute of Economic Research” and JSC “Kazakhstan Center for Public-Private Partnership” under the Ministry of Economic Development of the Republic of Kazakhstan.

    From 2012 to 2014, he held the positions of Deputy Director, Acting Director, and Director of the Research Institute of the Academy of Public Administration under the President of the Republic of Kazakhstan.

    From 2014 to 2017, he worked as a National Consultant, Project Manager, and Head of Project Portfolio at the United Nations Development Programme (UNDP) in Kazakhstan.

    From 2017 to 2019, he served as Executive Director, CEO, and Managing Partner of Center for Strategic Initiatives LLP, a private Kazakh consulting company.

    From 2019 to 2021, he worked as Director for Eurasia at the international consulting company Whiteshield Partners, Dubai, UAE.

    From 2021 to 2024, he was a member of the Board of Directors of the Asian Association for Public Administration, Seoul, South Korea (remote position).

    From 2022 to 2023, he served as a member of the Board of Directors of Samruk-Energo JSC.

    From 2022 to 2024, he worked as Managing Director of the private company AQ Management and Polistrogroup LLP.

    From February to June 2024, he served as a Freelance Adviser to the Chairman of the Senate of the Parliament of the Republic of Kazakhstan.

    Responsibilities:

    - ensuring the timely, high-quality, and comprehensive implementation of state policy and regional programs in the fields of economics, budget planning, finance, public procurement, management of коммунal property and housing stock, entrepreneurship, tourism, investment, and industrial and innovative development in the Akmola Region;

    - ensuring the timely, high-quality, and comprehensive execution of acts and instructions issued by the President of the Republic of Kazakhstan, the Prime Minister, the Presidential Administration, the State Adviser, the Office of the Government, as well as acts and instructions of the Akim and Akimat of the Akmola Region;

    - ensuring interaction with the Administration of the President of the Republic of Kazakhstan, the Office of the Government, central state bodies and their territorial divisions, as well as other state bodies and institutions.

    Organizes:

    - the development of the draft regional budget and timely, high-quality planning aimed at the effective implementation of socio-economic development priorities;

    - budget planning and execution activities;

    - management of communal property and housing stock;

    - activities related to the development of entrepreneurship, domestic trade, tourism, investment attraction, and the implementation of industrial and innovative projects;

    - public procurement activities, including interaction with authorized bodies, the single public procurement operator, and state audit and financial control authorities.

    Coordinates:

    - interaction among territorial bodies in implementing programs and comprehensive measures in the areas of economics, budget planning, finance, public procurement, communal property and housing management, entrepreneurship, tourism, investment, and industrial and innovative development;

    - cooperation between quasi-public sector organizations, business entities, international and public organizations, foundations, and other enterprises within the scope of assigned powers;

    - interaction with branches of financial development institutions and second-tier banks to support the development of small and medium-sized businesses in the region.

    Provides guidance to:

    - structural divisions of the Akimat responsible for economics, budget planning, finance, public procurement, communal property and housing management, entrepreneurship, tourism, investment, and industrial and innovative development.

    He also heads territorial advisory and coordinating councils and commissions within the scope of his assigned powers.
