Abilkhan Almat Amankosovich was born on January 4, 1967 in Kazaly, Kazalinsky district. Nationality Kazakh. Higher education. He graduated from Almaty zootechnical and Veterinary Institute-zooengineer and Korkyt-Ata Kyzylorda State University with a degree in "local public administration"-manager.
He began his career in 1984 as a veterinary orderly at the state farm named after the XXV Congress of the CPSU of the Almaty region, Sheleksky district.
