General Information and Education
Mukatai Nurgul Turlybaykyzy was born on June 7, 1967 in Miyaly village, Kyzylkoga District, Atyrau Region.
From 1974 to 1984, she studied at Secondary School No. 20 in Miyaly.
In 1988, she graduated from the Faculty of Kazakh Language and Literature of the Guryev Pedagogical Institute.
In 2008, she completed her studies at the Faculty of Jurisprudence of the Academy of Financial Police under the Agency of the Republic of Kazakhstan for Financial Police.
Career
1988 – began her professional career as a teacher at School No. 74 in Sagyz station, Atyrau Region.
1998-2001 - teacher of Kazakh language and literature at School No. 18 in Kulsary.
2001-2013 - served in the Financial Police as Inspector, Senior Inspector and Senior Inspector for Especially Important Cases.
Since 2013 - administrative civil servant, Consultant.
2016-2019 - Chief Specialist and Head of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in Mangystau Region.
2019-2025 - Chief Specialist at the Department of the Anti-Corruption Agency of the Republic of Kazakhstan for Mangystau Region.
Since November 2025 – Head of the State Legal Department of the state institution “Office of the Akim of Munaili District”.
