Topaev Bakhtiyar Shabdenovich

Bakhtiyar Shabdenovich Topaev was born in 1983 in the Akmola region. In 2007, he graduated from Karaganda State Technical University with a degree in Standardization and Certification, and in 2016 from Kokshetau State University named after Sh. Ualikhanov has a degree in Law.

He started his career in 2008 as an accounting technician in the Office of the Akim of Saryarka District of Astana. In 2010-2012, he held the position of Chief Specialist of the improvement department, then the head of the Department.

In 2013-2017, he worked as the head of this department, coordinating the work on improvement and sanitary cleaning of the district's territory. In 2017-2019, he was the head of the Department of improvement and development of public spaces in the Office of the Akim of Saryarka district. In 2019-2020, he held the position of Chief Inspector of the district Akim.

From October 2020 to May 2025, he worked in the Office of the mayor of Almaty district as the head of the improvement Department.

From May 2025, until his appointment, he worked as the head of the Department of Housing and communal services of Semey.

Since December 2025, he has been appointed deputy mayor of the city.
