Biography
Bolat Turganovich was born in 1972 in the East Kazakhstan region.
He graduated from the Kazakh State Academy of Management, the National School of Public Policy of the Academy of Public Administration under the President of the Republic of Kazakhstan.
He began his career in 1989 as a worker at the Obukhovsky state farm in the Ulan district of East Kazakhstan region .
In 1994, he worked as a tax inspector of the Department of Foreign Economic Activity of the East Kazakhstan Regional Tax Inspectorate.
1995-1996 — Senior Inspector of the taxation sector of joint foreign enterprises of the East Kazakhstan Regional Tax Inspectorate.
In 1996-1997. — Leading specialist of the Financial and Economic Department of the East Kazakhstan Regional Department of the Compulsory Medical Insurance Fund.
1997-1999 — Head of the Financial Department - Deputy Director of the East Kazakhstan Regional Department of the Compulsory Medical Insurance Fund.
In 1999-2000, he held senior positions in the East Kazakhstan regional branch of the Center for Payment of Medical Services .
In 2000 — Director of the East Kazakhstan regional branch of the RSE "Densaulyk".
2001-2003 — Director of the State Institution "Information and Medical Center" of East Kazakhstan region .
In 2003-2013, he worked in senior positions in the structure of the Ministry of Health of the Republic of Kazakhstan.
In 2013-2014— Vice Minister of Health of the Republic of Kazakhstan.
In 2014-2017, he was the National Coordinator of the Project of the Ministry of Health and the World Bank (Head) "Technology Transfer and institutional reform in the healthcare sector of the Republic of Kazakhstan".
2017-2019 — Executive Secretary of the Ministry of Health of the Republic of Kazakhstan.
In 2019-2020, he was the N ational C oordinator of the Project of the Ministry of Health and the World Bank (head) "Social Health Insurance".
In 2020-2022,he was Chairman of the Board of the NAO "Social Health Insurance Fund".
From July 2022 to December 2023, he held the position of Chief of Staff of the Ministry of Science and Higher Education of the Republic of Kazakhstan.
FromDecember 2023 to March 2025, he served as Chief of Staff of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan.
On March 13, 2025, he was appointed Chief of Staff of the Ministry of Health of the Republic of Kazakhstan.
