Biography
Serikbek Nakipbekovich Smagulov was born on August 3, 1980 in the village of Aksuat, Aksuat district, Semipalatinsk region. In 1997, he graduated from Aksuat Secondary School No.2. In September 1997, he entered the Semipalatinsk State Financial Institute, and graduated from Semipalatinsk State University in 2001.Shakarim has a degree in Economics and Finance.
