Biography
G. Smatullayev was born in 1975 in the Oktyabrsky Rural Council of the Aral region. He studied at the Kazakhstan Institute of Economics and law, majoring in economics.
He started his career in 1992 as an employee of the Zhanakazalinsk multidisciplinary utility company.In 1998-1999, he worked as an economist in the department of income and income forecasting of the Kazalinsky district financial Department, in 1999-2000 - as a senior accountant in the financial department of the Kazalinsky district, in 2000-2001 - as a specialist in income orientation and analysis in the financial department of the Kazalinsky district, in 2001-2004. Leading specialist of the budget inspectorate, chief specialist of the Department of analysis of monitoring of public procurement, regulation of financial income of state property and leasing management in the financial department of the Kazalinsky district in 2005-2006, chief specialist of the financial Department of the Kazalinsky district in 2006-2009, Akim of the Kazalinsky district in 2009-2013 Served as chief inspector of the Department of organization and personnel Management.
