Born in 1968 in the village of Birlik, Moiynkum District, Zhambyl Region.

Higher education.

In 1992, graduated from Abai Kazakh Pedagogical University.

Specialization: Physics and Computer Science.

In 1998, graduated from Al-Farabi Kazakh State University.

Specialization: Law.

In 2004, graduated from the Kazakh Agrotechnical University.

Specialization: Mechanical Engineering.

In 2014, graduated from M.Kh. Dulaty Taraz State University.

Specialization: Electric Power Engineering.

Began his career in 1995 as Deputy Head of the Department of Internal Affairs of Zhambyl Region for Social and Educational Affairs.

1998–1999 – Chief Specialist of the State and Legal Department of the Office of the Akim of Taraz.

1999–2007 – Chief Specialist of the Transport Control Committee under the Transport Control Department of Zhambyl Region.

2007–2008 – Deputy Director of Alel-Agro JSC.

2009–2010 – Deputy Director of the Department of Passenger Transport and Highways.

2011–2012 – Deputy Vice-Rector of Taraz Innovation University.

2012–2013 – Deputy Director of the Baturov Zhambyl State District Power Plant.

2013 – Head of the Republican State Enterprise on the Right of Economic Management "Alatau Zharyk Company".

2013–2015 – Deputy General Director of AlmatyEnergoSbyt LLP.

2015–2016 – General Director of AlmatyEnergoSbyt LLP.

2016–2022 – Chairman of the Management Board of Moinak Hydroelectric Power Plant named after O.D. Sakhaev JSC.

Since 2022 to the present – Chairman of the Management Board of AlatauZharyk JSC.

Member of the Standing Commission on Housing and Communal Services, Construction, Architecture, and Development of Transport and Logistics Infrastructure.
