Born on April 5, 1979 in Bolshe-Naryn settlement of Bolshe-Naryn district of East Kazakhstan region. Kazakh by nationality. Has higher education.
In 2002 graduated from East Kazakhstan State University majoring in World History. In 2006 graduated from Kazakhstan-American Free University, earned a Bachelor of Finance.
