Biography
Talgat Batyrovich Muratov was born on January 28, 1972, in the Almaty region. He has three higher education degrees. In 2007, he graduated from the Kazakh Head Architectural and Construction Academy with a degree in Expert Appraiser, in 2015, from the Kazakh Innovative University with a degree in Law, and in 2018, from the Kazakh University of Railway Engineering with a degree in Engineering and Technology.
He started his career in business structures. Over the years, he worked as a chief specialist in the Department of Construction, Architecture, and Urban Planning of the Beskaragay District, as the head of the Department of Architecture, Urban Planning, and Construction of the Zharminsky District, as the deputy akim of the Zharminsky District, as the akim of the Beskaragay District, and as the akim of the city of Semey.
Prior to his current appointment, he served as an advisor to the akim of the Abai Region.
