    Biography

    Ongarbayev Yerkin Anuarovich was born on September 3, 1961 in the South Kazakhstan region (Kazakh SSR), Kazakhstan’s legal scholar, a prominent figure of Kazakhstan's higher education and science.

    Doctor of Law, Professor, Honorary member of the National Academy of Sciences of the Republic of Kazakhstan, Honored Worker of the Republic of Kazakhstan, Academician of the Kazakhstan National Academy of Natural Sciences, Honorary Lawyer of Kazakhstan.

    Graduated from Karaganda Higher School of the Ministry of Internal Affairs of the USSR (Karaganda, 1984).

    In 1987 he became an associate professor of the Department of Criminal Law of the Moscow Higher School the Ministry of Internal Affairs of the USSR (Moscow).

    In 1990 (Moscow) defended his dissertation for the degree of Candidate of Legal Sciences on the topic "Classification of crimes and its criminal legal significance".

    In 1999 he defended his thesis for the degree of Doctor of Law on the topic "Theoretical problems of classification of crimes under the criminal law of the Republic of Kazakhstan" at the Institute of State and Law of the Russian Academy of Sciences (Moscow).

    Secretary of the Komsomol Committee, lecturer, senior lecturer, associate professor, head of the department of Karaganda Higher School (1984-1996).

    Senior Inspector on special assignments of the State Investigative Committee of the Republic of Kazakhstan (1996-1997).

    Deputy Head of Scientific Work of Karaganda Higher School (1997-1999).

    Head of the Department of Educational Institutions of the National Security Committee of the Republic of Kazakhstan (1999-2000).

    Advisor to the Chairman of the Majilis of the Parliament of the Republic of Kazakhstan (2000-2003).

    Vice-Rector, First Vice-Rector, Vice-President of the Kazakh University of Humanities and Law (2003-2007).

    Chairman of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan (2007-2010).

    Managing Director - Member of the Board of JSC "National Scientific and Technological Holding "Parasat" (2010-2011).

    Rector of Astana University (2011-2012).

    Dean of the Faculty of Law of the L.N. Gumilev Eurasian National University (2013-2014).

    He is the author of more than 180 scientific papers: monographs, textbooks, textbooks on problems of law and the state, constitutional law, criminal law, criminology and penal enforcement law, education and research activities.

    He was a member of the working group on the development of proposals for amendments and additions to the Constitution of the Republic of Kazakhstan.
